TCDC/9/3 - New directions for technical cooperation among developing countries (1995)

The present report has been prepared in response to General Assembly resolution 49/96 of 19 December 1994. It examines the experience in technical cooperation among developing countries (TCDC) since the adoption in 1978 of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries in an effort to identify the salient features of that experience and the lessons learned from it. Based on this review, the report concludes that, despite unmet needs and the fact that TCDC is still not optimally integrated within the operational activities of the United Nations system, the concept remains valid and indeed is likely to assume increased importance in the future in the light of the changes occurring in the international system and their impact on the traditional structure of multilateral technical cooperation.
