Knowledge, competence and well functioning organizations and institutions are keys to poverty reduction through social and economic development. This conviction is widely shared by governments, enterprises and organizations in the civil society all over the world today.
But, while increasing investments are made in the rich countries in the development of knowledge and of competence there is no equivalent in the poor countries. The differences between rich and poor countries and between individuals within poor countries are widening rather than narrowing also in this respect.
This alarming situation calls for renewed efforts by Sida to increase its support to capacity development, defined as the combined efforts to support the development of knowledge, competence and wéll functioning organizations and institutions.
