Resumo
For LuxDev, the 2017 keyword was, without a doubt, “Evolution”. In fact, over the past year, the agency has gone through many changes, both operational and organizational or structural.
The first development concerns what could be described as the Agency's DNA, as it no longer exists and nothing less than the adaptation of the general agreement between the Luxembourg State and its development cooperation agency.
Aware of its environment and resolutely attentive to national and international development cooperation movements, the Agency was fully aware that a review of its agreement with the State became necessary.
In fact, since the launch of the discussion and debate on aid effectiveness in large conferences, from Rome to Nairobi, desire and plan has been consistently to translate the political commitments made by the government in concrete actions on the ground. The review of Agreement forms part of this framework and takes into account developments since the previous Agreement was signed in 2008, notably with regard to its role as a cooperation agency and its responsibilities in the
this new environment.
It should also be noted that the special report published by the Court of Auditors on October 13, 2016 acted as a catalyst and presented arguments in favor of revising the Agreement under implementation. In its report, the Court of Auditors stated that the 2008 Agreement had to be adapted to changes in the field of development cooperation and, in particular, to the new commitments assumed by the State at the international level.
