The present report has been prepared in response to General Assembly resolution 49/96 of 19 December 1994. It examines the experience in technical cooperation among developing countries (TCDC) since the adoption in 1978 of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries in an effort to identify the salient features of that experience and the lessons learned from it. Based on this review, the report concludes that, despite unmet needs and the fact that TCDC is still not optimally integrated within the operational activities of the United Nations system, the concept remains valid and indeed is likely to assume increased importance in the future in the light of the changes occurring in the international system and their impact on the traditional structure of multilateral technical cooperation. It is argued that, while the dramatic changes that have occurred in the international economic system since the late 1980s have adversely affected the economic fortunes of many developing countries, they have nevertheless created increased opportunities for TCDC, based, among other things, on the increasing differentiation among developing countries.
